The Human Rights Protection Foundation (HRPF) expresses deep and urgent concern over the unprecedented surge in kidnappings for ransom across the Kacha belt and neighboring districts. Over the past two years, the region has witnessed a complete erosion of law and order, with criminal gangs acting with alarming impunity — often under suspected political protection.
📊 GRIM STATISTICS & PATTERNS:
Over 250 documented kidnapping cases in the last 24 months in the Kacha belt and surrounding areas.
In Rahim Yar Khan and Sadiqabad districts alone, more than 120 kidnappings have been officially recorded — with many more going unreported due to fear of reprisals.
In the past 30 days, at least 12 people have been abducted; only 4 have been rescued so far.
Victims range from farmers and traders to schoolchildren and members of minority communities.
Ransom demands have ranged from PKR 500,000 to over PKR 20 million; in several cases, victims were killed when families could not pay.
At least 14 police officers have lost their lives in armed clashes with these gangs in the past two years.
Every next day, horrifying torture videos of kidnapped victims are uploaded on social media — a direct taunt to state authority and a red question mark over the performance and capacity of law enforcement agencies.
⚠ A HUMAN RIGHTS EMERGENCY:
These gangs operate as parallel power structures, exploiting difficult terrain, armed superiority, and political patronage to defy the state. Their crimes have shattered families, paralyzed local economies, and created a climate of fear where basic human rights to safety, dignity, and justice no longer exist.
📢 HRPF’s URGENT CALLS TO ACTION:
1. Nationwide, Sustained Crackdown — not symbolic raids — to dismantle these criminal syndicates and their supply chains.
2. Expose and Prosecute Political Protectors who enable and shield these gangs.
3. Strengthen Police Capacity in the Kacha belt with modern equipment, armored vehicles, and aerial surveillance.
4. Immediate Action Against Online Terror Tactics, ensuring torture videos are removed and perpetrators identified.
5. Human Rights Safeguards for all citizens, making the right to life and security non-negotiable.
💬 “This is no longer a localized crime issue — it is a national security and human rights crisis. Every life lost, every torture video uploaded, is a damning indictment of the state’s failure to protect its people,” said an HRPF spokesperson.
The Human Rights Protection Foundation calls upon the Prime Minister, Chief Ministers, and national security institutions to treat this matter with war-level urgency.
