SPECIAL REPORT BY THE HUMAN RIGHTS PROTECTION FOUNDATION: EDUCATION CRISIS IN PAKISTAN – CALL FOR IMMEDIATE ACTION

Introduction:
Pakistan faces an alarming education crisis, with 22.8 million children aged 5-16 out of school, making it the second-highest globally in terms of Out-of-School Children (OOSC). This staggering figure represents 44% of the total population in this age group, highlighting deep-rooted issues in access to quality education. The disparities in education, particularly for girls and marginalized communities, demand urgent and collective action.
Key Findings (as per UNICEF Report):
● Age-Based OOSC Data:
● 5-9 years: 5 million children are not enrolled in school.
● 10-14 years: OOSC number doubles to 11.4 million.
● Gender Disparities:
● 78% of girls in Balochistan and 58% of girls in Sindh (from the poorest households) remain out of school.
●At the primary level, 10.7 million boys and 8.6 million girls are enrolled.
● By the lower secondary level, enrollment drops drastically to 3.6 million boys and 2.8 million girls.
● Socio-Economic and Geographic Inequalities:
● Sindh: 52% of the poorest children (mostly girls) are OOSC.
● Balochistan: Educational access for girls is critically low.
Impact of the Education Crisis:
● Economic Implications: Lack of education perpetuates poverty, limiting future earning potential and productivity.

Recommendations by the Human Rights Protection Foundation:
1. Policy Reforms:
● Introduce Free and Mandatory Education Laws: Strengthen enforcement of Article 25-A of Pakistan’s Constitution to ensure free and compulsory education for children aged 5-16.
● Focus on Girls’ Education: Launch targeted policies to address gender disparities, particularly in Sindh and Balochistan.
2. Budget Allocation:
● Increase the education budget to at least 4-6% of GDP, ensuring adequate resources for infrastructure, teacher training, and school supplies.
● Prioritize funding for underprivileged regions and rural areas.
3. Community Engagement:
● Mobilize community leaders to advocate for education, particularly for girls, in marginalized areas.
● Partner with NGOs to create awareness campaigns emphasizing the importance of education.
4. Incentive Programs:
● Provide financial incentives for families to send their children to school, such as stipends and free school meals.
● Introduce conditional cash transfer programs linked to school attendance.
5. Infrastructure Development:

● Create a safe and inclusive learning environment, particularly for girls, with sanitation facilities.

8. Data-Driven Interventions:
● Conduct regular surveys to monitor progress and identify gaps in education delivery.
● Use data to inform policy-making and resource allocation.
